Public rentals are remote, run-down apartments — and even if you apply, you won't get one anyway.
How it actually works
Haengbok Housing (public rental) targets homeless people including university students, youth, newlyweds, the elderly, and Housing Benefit recipients, with rent at 60–80% of market rate. Tenancy runs up to 6–10 years for youth and students, 10–14 years for newlyweds and single parents, and 20 years for the elderly and Housing Benefit recipients. Income criteria are 100–120% or less of the average monthly income of urban workers by category (+20%p for single-person, +10%p for two-person households). In 2026, public rental supply hits a record 152,000 units (35,000 for youth, 31,000 for newlyweds). Apply per announcement on LH Cheongyak Plus or the MyHome portal.
⚠ Traps
- •You can only apply once an announcement opens, and competition is fierce — keep MyHome / LH Cheongyak Plus alerts on and stay on standby.
- •Exceeding the income or asset criteria can disqualify you immediately or get your renewal denied, so a rise in income after moving in risks eviction.
- •Location and size vary widely by complex and unit type, and popular complexes face intense points-based or lottery competition.
